The civic organization “Europe without barriers”, which works in the fields of freedom of movement and the liberalization of air traffic between Ukraine and EU member states, calls on the Ministry of Infrastructure of Ukraine, the Cabinet of Ministers of Ukraine, the top management of the Boryspil International Airport State Enterprise and Ryanair to resume talks over the conditions under which Ryanair may operate transport services within Ukraine.
We believe that Ryanair’s refusal to enter the Ukrainian market after the unsuccessful negotiations poses reputation and financial risks on the state of Ukraine, state authorities and Ryanair itself.
Furthermore, the contradictory position of the Ukrainian side presented by the Ministry of Infrastructure and the Boryspil International Airport State Enterprise in different ways, sends a negative signal to foreign investors.
Understanding that, on the one hand, Ukrainian authourities, airports and air carriers are interested in equal and transparent conditions in the aviation market, and on the other hand, it is extremely important for Ukrainian citizens to have access to cheap air services provided by low-cost airlines (as, in particular, evidenced by broad resonance over the negotiation process), we urge:
- The Ministry of Infrastructure of Ukraine, the Cabinet of Ministers of Ukraine and the administration of the Boryspil International Airport State Enterprise to develop a common position on the conditions for the eventual entry of Ryanair into the Ukrainian passenger air transport market (a good example of such a position was the approval by the Ministry of Infrastructure of the order to reduce airport charges in the Boryspil State Enterprise) and to propose Ryanair to return to the negotiating table.
- The Ryanair’s top management to return to the negotiations and not to make agreements already reached with the airport “Lviv” dependant on the negotiations with the “Boryspil” airport.
We stand for increased mobility for Ukrainian citizens and more freedom of movement between Ukraine and the EU. We believe in the advantage of negotiations and compromise over the language of ultimatums.
This statement was sent to the Cabinet of Ministers of Ukraine, the Ministry of Infrastructure of Ukraine and the top management of the Boryspil International Airport State Enterprise and Ryanair.
