The Cabinet of Ministers of Ukraine on February 8 adopted a decree “On approval of the Action Plan on preparation to the introduction of a Common Aviation Area between Ukraine and European Union and its Member States’ , developed with the participation of experts of NGO “Europe without Barriers”, site of Ministry of infrastructure claims.
According to Minister Volodymyr Omelyan, decree aims to fullfill obligations of Ukraine in the framework of Association agreement with the EU and the initialed Agreement on Common Aviation Area.
Omelyan stressed that the adoption and implementation of the Action Plan will help to strengthen cooperation between the executive power of Ukraine in the aviation sector with those of the EU (European Commission and the European Aviation Safety Agency (EASA), to establish a direct dialogue within the framework of Joint Committee created under the Agreement on CAA, to begin transposition into national law of the relevant requirements and standards of the EU aviation legislation, and to adopt effective aviation rules in all fields of aviation in Ukraine and to strengthen the requirements of aviation safety with the technical support from the EU.
New project of Action Plan on preparation to the introduction of a Common Aviation Area between Ukraine and European Union and its Member States was developed in the framework of Working Group on signing and implementation of the Agreement on Common Aviation Area, created by EWB and Ministry of Infrastructure in November 2016.
One of the Plan’s background was conception of implementation European rules in civil aviation without waiting for signing the Agreement which is currently blocked because of Spain-UK controversy on the status of Gibraltar.
During the second sitting of Working Group on February, 1, Europe without Barriers and Ministry of Infrastructure has signed the Memorandum of cooperation.
