This analytical note provides an overview of Poland, Romania, and Croatia’s experience as well as insights from Ukrainian and foreign experts on applying transitional labor market access restrictions to new EU member states.
Ukraine’s neighboring countries Poland and Romania have already raised concerns about how Ukraine’s EU accession may affect competition in various economic sectors. Accordingly, they are highly likely to introduce restrictions in the future. While the European Commission (EC) has emphasized that neighboring countries are likelier to introduce transitional periods, we included Croatia in the analysis as it is the latest country to have joined the EU and implemented transitional restrictions.
The note’s goal is to assist Ukraine’s national authorities in drawing up negotiation points with the EC that aim to reduce the duration of EU labor market access restrictions for Ukrainian workers or prove their impracticality altogether.
