Strategy of the state migration policy of Ukraine for the period up to 2025: main points

Goverment of Ukraine has approved Strategy of the state migration policy of Ukraine for the period up to 2025 on July 12, 2017.

According to the document (in Ukrainian), State Migration Service and other central executive bodies should deliver to goverment action plan for years 2018-2021 during three-month period.

According to the document, Strategy is based on following principles of implementing the state migration policy:

  • rule of law;
  • protection of human rights and fundamental freedoms;
  • transparency of activities of public authorities and local self-government bodies;
  • prevention and combating all forms and manifestations of racism, xenophobia and related intolerance;
  • unacceptability of any form of discrimination;
  • promotion of cultural diversity;
  • сompatibility of migration policy with other spheres of state activity;
  • сoordination and cooperation at the state, regional and local levels;
  • active involvement of public partners, scientific community, international organizations;
  • scientific justification of decisions;
  • flexibility for periodic adjustment of tactical tasks and activities in order to achieve strategic objectives;

The following goals should be achieved:

Goal 1. To reduce administrative barriers for the freedom of movement of Ukrainian population, including activities in:

  • Accounting of the population of Ukraine
  • Registration of the place of residence
  • Security of identity, citizenship or special status documents

Goal 2. Reduce the negative effects of emigration from Ukraine and increase its positive impact on state development,  including activities in:

  • Development of opportunities for temporary legal employment abroad
  • Promotion of educational exchange programs
  • Increasing public awareness on migration opportunities
  • Ensuring protection of the rights of Ukrainian citizens who work and live abroad

Goal 3. Create the necessary conditions for return and reintegration of Ukrainian migrants into Ukrainian society

Goal 4. Facilitate regular migration to Ukraine in consistency with social policy and economic development of the state

Goal 5. To ensure successful integration of foreigners and stateless persons who reside legally in Ukraine into Ukrainian society

Goal 6. To use effectively for managing migration the visa issuance system and the capabilities of consular offices

Goal 7. To carry out border control of persons, adapted to variable migratory flows and possibilities of integrated border management

Goal 8. To strengthen control over compliance with migration legislation within the state

Goal 9. To ensure respect to human dignity of returning persons, encouraging them to voluntarily return

Goal 10. To implement the proper regularization mechanism and programs for irregular migrants

Goal 11. To provide foreigners and stateless persons who have applied to the relevant migration service authority with a request for recognition as a refugee or a person in need of additional protection, the possibility of considering their applications for recognition as a refugee or a person in need of additional protection by effective and equitable procedures

Goal 12. To provide adequate infrastructure and conditions for the residence of persons who have applied for recognition as a refugee or a person in need of additional protection, as well as persons recognized as refugees or persons in need of additional protection

Goal 13. To ensure integration of refugees and persons in need of additional protection into Ukrainian society, as well as to meet the integration needs of individuals who have applied for recognition as refugees or as persons requiring additional protection
