Recently, six new enterprises in Ukraine received the status of authorized economic operators (AEO). The number of issued authorizations used for specific simplified procedures is steadily rising. In October 2022, Ukraine joined the Convention on the simplification of formalities in trade in goods. It also began the international use of the NCTS. At the end of 2022, the e-queue border crossing for freight carriers was launched; it was scaled up in May 2023.
Given the limited infrastructural capacity of the Ukraine-EU vehicle border crossing points (BCP), AEO, simplified customs procedures, NCTS and eQueue are slated to expedite the goods movements between EU-Ukraine, thus bolstering trade with the EU.
These projects were developed as part of the EU-Ukraine Association Agreement. Accordingly, the EU sets out further demands that Ukraine has to implement. This includes greater use of AEO rules in order to ensure mutual recognition with other countries, implementing the NCTS’s 5th and 6th phases, and scaling up the eQueue projects to cover other types of transportation.
The “Europe without barriers” think-tank has consulted with the national executive power representatives, independent experts and European partners in order to analyze the interim results of these projects, the challenges faced by authorities and businesses implementation-wise, as well as other prospects of development and refinement.
