The project is aimed to provide local organisations and initiatives with tools for defining problems and developing solutions in the field of border management and transborder cooperation.
The project envisions:
- Consulting of call for proposals winners (EU4USociety project), including development of research methodology, establishing liasons between CoP winners, as well as local and national authorities, and media
- Creation and promotion of open access informational website “Border Encyclopedia”
“Border Encyclopedia”‘s task is to paint a clear picture of interaction between different actors of border management and to make visible the institutional gaps in the field. Ukraine’s Strategy of integrated Border Management only explicitly defines 11 actors of IBM on the national level. Local authorities, civil society and business are also involved despite the fact that their role is less articulated in the legislation.In practice, relationships and powers distribution between IBM actors is not clear even for themselves.
The Encyclopedia will help to understand better, who is responsible for the specific problems’ solutions or will allow to raise a question about institutional changes if there is no relevant responsible entity or person.
